Dr. Gulshan Rai

1Director, Computer Emergency Response Team India (CERT-In)
Dr. Gulshan Rai is M Sc, M Tec and Ph.D in electronics with specializations in communications and information Technology. He has over 25 years of experience in different areas of Information Technology which include Cyber Security, e-Governance, Legal Framework and the Information Technology Act for e-commerce, and several related fields. Dr. Rai has been working since 1998 in the area of evolving legal framework to address issues arising out of cyberspace .He has authored Information Technology Act,2000 and also Amendments therein. At present, he is in the rank of Additional Secretary and currently holding post of Director General CERT-In (Indian Computer Emergency Response Team) and Head of Department of E-Security and Cyber Law Division in the Ministry of Communications and Information Technology. Indian Computer Emergency Response Team is an Statutory office. Prior to this he was Executive Director, ERNET India for over 7 years and he was instrumental in setting up of the first large scale education and research network in close collaboration with the leading educational and research institutions in the country. Dr. Rai is particularly focused on developing security capabilities in the country through increased security education programs.

Dr. Geeta Sekhon

2Dr. Geeta Sekhon is a legal professional from India specializing in Rights of Children. She has a Doctorate in Law on the subject of ‘Child Sexual Abuse’. Geeta commenced her professional career in 1992, in the Judge Advocate General (JAG) Branch of the Indian Navy in the rank of Lieutenant. Subsequently, she joined the academic profession and taught graduate and post-graduate students of law. She was visiting faculty in Bangladesh, Nepal and Pakistan and has attended several international seminars and Expert Group Meetings, as an academician and as an expert on human trafficking and child rights.

Since 2007, Dr. Geeta has been associated with the UN and has performed multifarious tasks as a Project Coordinator and as a Consultant with extensive professional experience in the South Asia and South East Asia region. In a project on ‘Strengthening Law Enforcement Responses through Training and Capacity Building on Anti Human Trafficking’, she conducted several training programmes for police officers, public prosecutors and judicial officers; and has co-authored and legally edited 14 documents (SOPs, Manuals, and Protocols).

Dr. Geeta is presently a Consultant with UNODC, Regional Centre for East Asia and Pacific (RCEAP) and is associated with a project to combat the sexual exploitation of children in travel and tourism in the Mekong sub-region.

Detective Bob Shillings

3Is the Coordinator of Operations for the Crimes against Children unit at Interpol headquarters in Lyon, France. The Crimes against Children unit is responsible for leading Interpol’s fight on Internet facilitated crimes against children, child abuse images, and travelling sex offenders. Victim identification is a central part of this effort and the Crimes against Children unit works to identify the victims of child sexual abuse depicted in photographs and films. This involves a combination of traditional investigative methods and image analysis. Crucial to this work is the International Child Sexual Exploitation image database which uses sophisticated image comparison software to make connections between victims and places.

Detective Shilling is also the Chair of the Interpol Specialists Group on Crimes against Children.

Detective Shilling is a thirty-three year veteran of the Seattle Police Department. He spent 20 years in the Sexual Assault and Child Abuse Unit and investigated hundreds of cases of sexual abuse.

Detective Shilling’s experience in conducting calm, informative and well-organized community education meetings is known internationally. As a result, he has been interviewed by news media from all over the world. He has done documentary specials with BBC and LWT television networks in England, the German Television Network, Courtroom TV, the Canadian Broadcasting Corporation and the ITC Television Network in the United Kingdom. Many daily newspapers in the United States, Canada, Germany, South Africa, Australia and Great Britain have interviewed him.

Detective Shilling has appeared as a content expert regarding sex offenders on the “Montel Show,” and NBC Dateline’s “To Catch A Predator” series and has provided consultation services to Microsoft Corp., Disney Corp., the Center for Sex Offender Management, Big Brothers/Big Sisters of King County, the International Association of Chiefs of Police, and the Center for Effective Public Policy. He is a chapter author in the book “The Prevention of Sexual Violence: A Practitioner’s Sourcebook,” and he has written a number of articles and papers for the International Association of Chiefs of Police and Center for Sex Offender Management.

Detective Shilling’s appointments have included the Twin Rivers Sex Offender Treatment Program Advisory Board and the King County Secure Community Transition Facility Advisory Board and he spent seven years as a voting member of the Washington State End of Sentence Review Committee. Detective Shilling is a frequent lecturer at colleges and universities in Washington State and is frequently called upon to speak at national and international conferences. Prior to moving to France, Detective Shilling was on the faculty of Fox Valley College and an instructor in the “Comprehensive Approach to Sex Offender Management.” He served on the Board of Directors of the Association for the Treatment of Sexual Abusers (ATSA) for three years.

Court Experience & Testimony

In addition to preparing and handling criminal prosecutions through all levels of the court system, I have testified many times at both the Provincial and Superior Court levels, including testimony before sworn jury panels.

I have testified throughout the Greater Toronto Area, as well as the Northwest Territories.

International Training

In March and November 2009 I participated as an instructor to 80 Cambodian police officers regarding Child Exploitation Investigations. I was one of three police officers from Canada who participated in this training. Forty officers from Phnom Penh and forty officers from Siem Reap received training in March and November 2009. Additionally five officers attended the Toronto Police Service Sex Cimes Conference in October 2009. Officer received instruction erlating Child Sexual abuse, specifically in identifying victims, interviewing victims, and understanding police intervention. I specifically provided training on the use of computers by persons who have a sexual interest in children. Officers were given training on how to preview images and videos on a computer, camera, memory card and other devices. Officers also received instruction on investigating sex tourists, and conducting searches for digital evidence. Additionally, I provided information regarding the number of persons suspected of peer to peer trading of child abuse images in Cambodia.

10Since 1991, Cristina has been working with the United Nations in different capacities. She started her career with the World Food Programme in Bolivia where she worked from 1991 to 1994. She then joined the United Nations Drug Control Programme (which later came to be known as the United Nations Office on Drugs and Crime – UNODC) in Lima, Peru, as Assistant Representative. In 1997, she moved to the UNODC Headquarters in Vienna, Austria, where she first worked as a Programme Manager for South America and later became the Chief of the Regional Section for Latin America and the Caribbean, working on technical cooperation projects in drug control and crime prevention. In early 2007, she joined UNODC in La Paz, Bolivia as Representative, where she worked with communities to educate them about the risks and impact of drugs and crime as well as to create greater awareness about human trafficking.

Since April 2009, Cristina heads the UNODC Regional Office for South Asia (ROSA), based in New Delhi, India. The Office covers six South Asian countries – Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. As the Regional Representative, Cristina’s focus is to increase awareness about the risks and impact of organized crime and corruption on the rule-of-law and security of the people in the region, and to advocate for the comprehensive implementation of the UN Conventions to counteract these threats.
